Justification in Word always applies to entire paragraphs, and only the last line of a paragraph may end somewhere to the left of the paragraph’s right margin or indent. If a line anywhere in the middle of a paragraph seems to end without being justified, there is a paragraph mark i. If you inserted a Next Page section break in the middle of a paragraph, that acts like a paragraph mark in ending the justification.

As far as I know, justify feature in Word will expand the paragraph and make the left and right text margins become aligned, except the latest line of the paragraph.

On pages this occurred before, I accomplished getting the last line to justify to the right by clicking on Font, then Character Spacing.
In some cases, I only got within one space of the right margin and decided to leave it be and hope the publisher does not notice it, but doing it that way is time-consuming. I was hoping for a simpler solution to the problem. If Word does not normally allow the last line to be fully justified, perhaps I should copy and paste what you and others said in that regard, and see if they will accept it.
I have submitted my manuscript several times, only to have it rejected. The problems are format related. They are a Print On Demand publisher. I am determined to stick with the DIY option. I half-suspect that the publisher prefers authors to use the At Your Service so they can make their money. Anyhow, the situation with the last line occurs during the editing process, as I sometimes add, subtract, or change some of the content, which shifts each page a bit.
If I encounter it again before I am through, I will post a sample of what I am talking about. Neither of these work. Thank you for your reply and updates. Hence you are trying to adjust the character spacing, Paragraph settings, etc. However, you may share some samples below, so that we can clearly understand your demand and see whether there are any workarounds nor methods can achieve that. My publisher requires that all lines of text on a page are fully justified to the right and left margins, including the last line on a page. When the last line ends, or the sentence ends, with a period, before the right margin, that is okay, but when a sentence does not end with a period but continues on, the end of that line will not justify, or line up with the rest of the text on the right margin.
