The regular license is only good for that version, you have to purchase an upgrade to a new version. The subscription gives you automatic rights to any future versions. But, you don’t renew the subscription, it stops working.

Apple doesn’t provide the OS version for free. You pay for it when you buy the machine, which is one of the reasons their equipment costs more than the competition.
