I edited following the directions for when there is a manifest resource. It worked perfectly, thank you! FIX — Photoshop desktop was way too small to read on my 4K display. SID above was close. As soon I remove the Manifest, it is fixed again. It is quite possible that newer versions of Windows 10 rendered this fix obsolete. As in, it may not be required or Microsoft in their infinite wisdom broke it. I still use Windows 8. Check out the scaling options natively built into Windows 10 first on the Compatibility tab.
